The wheels are supposed to lock up some. ANTI-LOCK is somewhat of a misnomer.

ABS works by locking up and releasing tires right before and after the point where they are 'locked up' or sliding across the ground - as the point just where it is breaking loose is where the most stopping power/traction is.

But, with a great brake system and a GREAT driver (think F1/WRC/INDY level skill) can get better braking/results/stopping distance as compared to ABS - but the average or even above average driver doesn't have the ability/skill/talent to do so.
