My e-brake does lock like a champ as it is, but I've been thinking about either making or modifying the e-brake cable pull bracket for additional leverage. S13 guys can either buy something called 'seahorses' from URAS which is a new longer bracket.
I was just reminded about it when one of the ZT guys posted about it.

Looks like it would be easy to make. I still need to bend mine so I can use it more easily.
